Consolidation of similar proposals

1. Introduction and background

Multiple proposals have been submitted to CWG-WCIT12 regarding topics related to misuse of numbering, naming, addressing, fraud, spam, and International calling party number delivery.

The goal of all the proposals is the same: to add provisions to the ITRs that would require Member States to take actions in relation to misuse of numbering, naming, addressing, fraud, spam, and International calling party number delivery.

Many of the proposals are similar. Thus, it would appear appropriate to consolidate the proposals, so as to reduce the number of options to be further considered.

2. Proposal

Based on the above explanations, it is proposed to create an ad hoc group that would meet during the February 2012 meeting of CWG-WCIT12. The Terms of Reference of this group would be as follows:

ยท The group is open to all participants, especially those proposing to have provisions in relation to misuse of numbering, naming, addressing, fraud, spam, and International calling party number delivery, in the revised ITRs.
