CEPT position on new proposals
Introduction and Background
In its contribution to the 5th Council Working Group Meeting WCIT-12 meeting (CEPT contribution C54), CEPT disclosed a set of objective criteria which would guide CEPT positions on proposals from other Regions / Member States / Sector Members.
The criteria were as follows:
· Criterion 1: General compliance with the key principles indicated in CEPT Contribution 35
Under this criteria, CEPT considers of particular relevance the compliance with the principle that ITRs should contain high level strategic and policy issues concerning international telecommunications services and facilities (i.e. areas of relevance to be included in an International Treaty) and the safeguard of the rights of telecoms operators and service providers to exercise commercial choice and to have operational and technology freedom in providing international telecommunications services and facilities.
