Egypt's considerations for the revision of the ITRs

1. PROPOSAL

Egypt invites the other delegations to take the following considerations into account, and proposes that the revised ITRs, whenever reference certain obligation to Member States or address harm or fraudulent activities, shall request Member States to transfer these provisions and obligations to their national laws, policies, regulatory frameworks and other relevant legal instruments to ensure that the telecommunication administrations and private operating agencies fulfill these obligations that are included in the ITR treaty which their countries have ratified.

2. BACKGROUND

2.1 The current ITRs were negotiated and drafted at a time when most network operators were government-owned or government-controlled enterprises. And as such, these entities complied to a great extent with the provisions of the ITR treaty.
