As requested in DM-11-1010, Invitation to the fifth meeting of the Council Working Group for the Preparation of the 2012 World Conference on International Telecommunications (CWG-WCIT12), to be held on 27-30 September 2011 in Geneva, Switzerland, Russian Federation forwards the attached comments on Temporary Document 36 with regards to Article 2, Article 6 and Appendix 1.
