Promoting compliance with ITRs

Purpose

This document proposes that promoting compliance, particularly on the obligations to maintain and protect telecommunications infrastructures, be considered as one of the possible aspects to be considered for the revision of the ITRs

Background

2. The International Telecommunications Regulations (ITRs) are the Administrative Regulations and a part of the basic instruments of the ITU. They regulate the operation and provision of international telecommunications services as well as the means of transport used to provide such services. The requirement to abide by the provisions in the ITRs is reinforced in Article 1.6 and 1.7 of the ITRs through which Member States and the relevant private operating agencies are obliged to comply with the relevant ITU-T (CCITT) Recommendations, including any instructions forming part of or derived from these Recommendations.
