Review of the International Telecommunication Regulations

I Introduction

Pursuant to Resolution 146 (Antalya, 2006) of the Plenipotentiary Conference, an expert working group was set up to review the ITRs. The group held a series of meetings and prepared a set of proposals (based on the "prevailing" view of the meeting participants) on possible minor changes to the existing text of the ITRs.

II Discussion

The group of experts' terms of reference restricted its tasks solely to the consideration of amendments to the existing text. It was therefore not possible to gather and discuss in detail all the proposals put forward, with a view to their submission to the Council for consideration. The opinion thus prepared covers only minimal changes to the existing text of the ITRs, and fails to highlight the whole range of issues needing to be addressed by the new Regulations.
