Revision of the International Telecommunication Regulations

Summary

It is proposed to continue preparing for the review of ITRs at WCIT-12, primarily in the framework of Council WG to prepare for the 2012 WCIT set up pursuant to Resolution 1312.

The main aim of this proposal is to introduce the definition of the concept “spam”.

I Introduction

At the first Council WG meeting to prepare for the WCIT-12 the Russian Federation presented a contribution on the main approaches to revising the International Telecommunication Regulations CWG-WCIT12/C – 9. It is proposed to introduce in Article 2 “Definitions” of the said document the definition of “spam”.
