Digicel (Jamaica) Limited Contribution Relating to Transparency of Charges paid by Consumers for International Roaming Services for the Final Meeting of the CWG-WCIT12

Considerations

This contribution of Digicel (Jamaica) Limited (“Digicel”) takes in consideration documents CWG-WCIT12 TD 62 (Draft Compilation of Options), Contribution 71 (CEPT additional proposals for the revision of the ITRs and CEPT positions on options identified in CWG-WCIT12/TD-43), Contribution 85 (Proposal relating to international roaming services), Contribution 94 (Proposals for revision of the International Telecommunication Regulations) and Draft Recommendation ITU-T D.98: Charging in International Mobile Roaming Service.

Digicel´s contribution is guided by the following principles:

(1) the Preamble of the Constitution of the International Telecommunications Union (the “Constitution”) which recognizing the sovereign right of each State to regulate its telecommunications.

(2) Principles enunciated in Resolution 171 adopted at the ITU Plenipotentiary Conference in Guadalajara (México) 2010, which establishes that all proposal for revision to the ITRs be examined provided that those proposals:
