The ITU-T SG3RG-AFR, at its meeting held in Cotonou, Benin, on 10 and 11 May 2012, agreed to propose to CWG-WCIT12 the text for a new article 6.1.3A:

Fiscal taxes on telecommunications equipment and services should not be excessive, and their proceeds should be used to finance the development of telecommunications services.
