Telefonica S.A. is submitting the .movistar application for the exclusive use of the Telefonica Group in connection with the Movistar operating commercial brand in Spain an Latin-American (Telefonica is one of the world leaders integrated operator in the telecommunication sector, providing communication, information and entertainment solutions, with presence in Europe and Latin America) present in: Spain, Argentina, Chile, Colombia, Ecuador, El Salvador, Guatemala, Mexico, Nicaragua, Panama, Peru, Uruguay, Venezuela and Costa Rica.

Movistar, with one single voice for both individual and small and medium enterprises, brings together all the capacities of the leading integrated offer for the first time on a global level by placing customers in the center of all the brand’s activity in order to build strong emotional connections and long-lasting relationships.

Movistar’s vision is the synthesis of what the company aims to be and is, expressed as a promise to its main audiences.

Telefonica Group is also applying for .telefonica for institutional purposes and .terra in order to reinforce its brand image and to empower its own identity, specially in the geographical areas where this fast-growing expanding brand operates, Spain and Latin America.

The .movistar TLD Registry will be operated by Telefonicaʹs subsidiary Interdomain, as part of the domain-name services it provides to Telefonica. Interdomain was established in 1997 to develop the domain-name activities within the Telefonica Group. Interdomain is an ICANN-accredited registrar since 2000, and has the required expertise and know-how to handle the .movistar TLD Registry operations based on its extensive experience in managing more than 150.000 domain names.

The goals of the .movistar TLD are:

a. To facilitate digital communications between the brand, its providers, investors and stakeholders, institutions, clients and employees,
b. To strengthen the image of Movistar and hence, the image of the Telefonica Group in the on-line world,
c. To unify the brand in the digital world,
d. To facilitate access to Movistar’s information for users,
e. To improve Movistar’s customer security, trust and loyalty,
f. To control Movistar’s Internet presence,
g. New marketing opportunities,
h. New business opportunities,
i. To enhance brand recognition,
j. To increase the value of the company, and hence, the brand.

This is to be achieved by:

i. Creating a platform between prospects, clients, partnerships, stakeholders, investors and employees
ii. Creating an integrated virtual and physical service channel
iii. Creating homogenized websites with all the brand’s services and social activities.

This has implied the need to reposition the Movistar brand through values and personality that increase ties with its customers, readjust the portfolio of products and services to the new reality of brand architecture and create a future system that can respond to the evolution of the business.

Telefonica has been following with interest ICANN’s new gTLD program since its inception and the group has gathered the required intelligence to adopt an educated decision. Telefonica understands the opportunities and the responsibility of what the gTLD process implies, and is fully committed to run a piece of Internet infrastructure through the .movistar TLD.

Geographic

Protections:

1. Reserved List of Geographic Names

In accordance with Specification 5 of the proposed TLD Registry Agreement published as Attachment to Module 5 of the Applicant Guidebook by ICANN, and with Governmental Advisory Committee (GAC) advice on geographic names at the second level, the .movistar Registry will put the following names on the reserved list, therefore making them unavailable for registration or any other use:

* the short form (in English) of all country and territory names contained on the ISO 3166-1 list, as updated from time to time, including the European Union, which is exceptionally reserved on the ISO 3166-1 list, and its scope extended in August 1999 to any application needing to represent the name European Union;

* the United Nations Group of Experts on Geographical Names, Technical Reference Manual for the Standardization of Geographical Names, Part III Names of Countries of the World; and

* the list of United Nations member states in 6 official United Nations languages prepared by the Working Group on Country Names of the United Nations Conference on the Standardization of Geographical Names.

Technically, this is achieved by utilising the advanced domain name rule engine that is part of the CORE Registration System and described in detail in the answer to Question 28. As laid out there, the underlying set of checks can be tuned to block registrations of .movistar names based on various syntactic rules, multiple reserved names lists, and patterns. Prior to the launch of the .movistar TLD, the rule engine will be configured in accordance with the reserved list mandated by Specification 5, which means that the listed names are not available for registration by registrars.

2. Exceptions

The .movistar Registry intends to propose to ICANN’s Governmental Advisory Committee (GAC), and, if approved, submit to ICANN for final approval an exception to allow the .movistar Registry to use some or all of those itself, in order to better localize its services in each individual country and territory where it carries commercial activities.

Once final approval has been received, the use of such names is conducted in a diligent manner, In particular, the names are not simply removed from the reserved names lists to allow their registration. Instead, the .movistar Registry will internally issue a special authorisation code for the specific reserved name to be registered. This authorisation code is then used as the domain authinfo in an EPP 〈domain:create〉 request to the .movistar SRS, which will let the request bypass the rule engineʹs blocking mechanism and permit the registration.

3. Additional monitoring

As the .movistar Registry will not allow third-party registrations or use of second or other level domains within ..movistar TLD, no additional monitoring mechanisms are required.
